Protecting a Melbourne Growth-Corridor Construction Site From Copper Theft

Copper theft on Melbourne building sites is up 175% since 2018. See how professional site security stopped it on a growth-corridor construction site before it cost the build time and money.

The Challenge

We provide construction site security across Melbourne, and this case study covers a real engagement on a mid-size residential and commercial build in one of Melbourne's outer growth corridors, an area regularly flagged in Crime Statistics Agency Victoria data for elevated construction-site offences. Client and site details have been generalised to protect confidentiality.

We're ISO 9001 and CM3 certified, ASIAL Gold Members, and licensed under the Private Security Act 2004 (Vic), with 17+ years of operating across Melbourne's construction sector.

The builder engaged us midway through the site's electrical fit-out, with multiple trades running across a staged program and copper wiring and switchboards exposed across several unfinished sections.

The site had no dedicated security presence before we came on board. Fencing covered the perimeter but hadn't been consistently checked, and there was no visitor log to distinguish scheduled trade visits from anyone else on-site. Two cable theft incidents had already been reported to police in the weeks before the builder called us, both discovered only when an electrician arrived to find wiring missing.

Our Solution

We put a static guard on the gatehouse to log every vehicle and worker against the site's trade schedule, paired with mobile patrol security running randomised sweeps of the perimeter and unfinished sections overnight and on weekends.

Officers conducted scheduled inspections of exposed cabling, switchboards and storage containers, and logged any vulnerability, such as a damaged fence panel or an unlit corner, for the site manager to action. A standard operating procedure covering Triple Zero (000) contact was put in place for any confirmed intrusion.

The Outcome

No further copper theft was recorded for the remainder of the build. Scheduled inspections identified and closed two fencing gaps before either was exploited, and the visitor log gave the site manager a clear record for a subcontractor access dispute later in the project.

  • No further copper theft recorded for the remainder of the build
  • Two fencing gaps identified and closed before either was exploited
  • A clear visitor log record resolved a subcontractor access dispute
  • The builder has since engaged the same static guard and mobile patrol combination on two further developments

Copper theft across Victoria has increased 175% since 2018, with more than 50 sites now targeted every week. A layered approach — static guards controlling access, mobile patrols covering the perimeter on randomised routes, and a contractor log that flags anyone who shouldn't be on-site — closes the gaps that make a site an easy target.

If copper theft, tool theft or unauthorised access is a risk on your site, we'll build a security plan around your build stage, layout and trade schedule. Request a quote or talk to our team. You can also browse our full Case Studies library for more real-world examples of how we work.

FAQs

Frequently Asked Questions

Copper holds strong resale value and is quick to strip and sell through scrap metal buyers, with little left behind to trace it back to a specific site. Construction sites are especially exposed because wiring and switchboards are often accessible before walls and ceilings close them off.

Copper theft has increased 175% across Victoria since 2018, with close to 6,000 incidents recorded between 2023 and 2025 alone, and losses extend well beyond the metal's scrap value once delays, reordering and insurance excess are factored in.

A layered approach works best: static guards controlling access, mobile patrols covering the perimeter on randomised routes, CCTV and lighting over exposed cabling, and a contractor log that flags anyone who shouldn't be on-site.

CCTV records an incident but doesn’t stop it in the moment unless it’s monitored in real time or paired with a guard or patrol who can respond while the theft is happening. Most effective setups combine both.

As soon as materials or wiring of any real value are on-site and the location is unattended for extended periods, particularly overnight and on weekends when most copper theft occurs.

The underlying principles are the same, but warehouses often have more entry points and higher stock volumes, so coverage tends to combine gatehouse management with wider perimeter patrols rather than a single guard post.
