The Challenge

We provide construction site security for active builds across Melbourne, and when Qanstruct needed consistent coverage across multiple concurrent sites, including retail builds for Aldi and Palmers, they brought us in.

Construction sites are among Melbourne's most targeted locations for theft. Tools, copper wiring, plant equipment, and materials carry immediate resale value and are rarely traceable once removed from the site. A site with no after-hours presence is a liability to the build programme, the client relationship, and the timeline.

WorkSafe Victoria places increasing scrutiny on construction employers to demonstrate documented access controls and incident management. Security has become part of how a builder demonstrates operational discipline to clients and regulators, not just a cost line.

Qanstruct runs multiple concurrent sites in Melbourne, including large-format retail builds for Aldi and Palmers. That means high-value materials moving in and out constantly, access requirements shifting as each build progresses through stages, and a rotating subcontractor workforce that changes week to week.

Before we started, the gaps were consistent across sites: after-hours coverage was irregular, subcontractor access had no formal verification step, incident reporting was informal (site managers often heard about issues the next morning with no documented account), and there was no centralised visibility across concurrent builds.

Our Solution

Before placing an officer or scheduling a patrol, we walked every active Qanstruct site during business hours and after hours. We looked at how subcontractors moved through the site, where high-value materials were staged, where lighting failed at night, and which perimeter points were exposed.

Construction sites aren't static. The risk profile at the frame stage looks nothing like fitout or pre-lock-up. We built plans around how each site would evolve through its build timeline.

Across every site, the same high-risk windows kept showing up: Friday evening through Monday morning, the nights after major deliveries, and the pre-lock-up period when a site is open but nearing completion. We weighted patrol intensity and static officer deployment to those windows rather than spreading coverage evenly.

1. Access Control and Subcontractor Management

Every person at the gate states their purpose, presents ID, and gets checked against the pre-registered trades list for that shift. Guards enforce the access register without exception.

Subcontractors are restricted to their authorised zones, and materials storage, plant yards, and site sheds need separate verification. Vehicles are logged with driver identity, delivery contents, and entry and exit times.

2. Mobile Patrols Across Multiple Sites

We run mobile patrols on randomised routes across all active Qanstruct sites, deliberately varying timing so the gap between passes can't be mapped from the outside.

Security personnel check in at fixed NFC points at each location, and timestamp and location data feed directly into our reporting system. Qanstruct's team can pull a complete patrol record for any site on any date.

3. Static Officers for High-Risk Stages

For the periods carrying the highest risk, the weeks after a major fitout delivery, plant installation, and the pre-lock-up window, we position static guards at fixed posts.

Every member completes a full site induction covering emergency procedures, escalation contacts, and the identities of authorised personnel. Shift handovers follow a structured briefing process so nothing gets lost verbally between shifts.

4. Incident Reporting and WorkSafe Alignment

Every incident gets a formal report: date, time, location, officer on duty, supervisor notified, a chronological account, actions taken, and any follow-up required. Serious incidents involving confirmed intrusion, confrontation, or emergency services trigger a direct call to the site manager. Reporting is structured to hold up under WorkSafe review, insurance audit, or client due diligence.

5. Multi-Site Coordination Under One Provider

Previously, different Qanstruct sites ran under different security arrangements with no consistent standard. Now, one Metro Guards operations contact manages scheduling, patrol routes, and reporting across all active sites. New sites onboard from the same template from day one.
